Areas South of Reading stand the best chance at an all rain event. If you live between Reading and Scranton, you'll see a mixed bag to start things off. But as warmer air continues to push North, any wintry precip will quickly change to rain. If you live North of Scranton, you'll be last to see the changeover. But just like everyone else, you WILL transition to plain rain.
Rain Totals:
Generally 0.3 to 0.7" of rain is expected

Snow Totals:
Snow amounts will be VERY minimal. Your best shot of seeing a coating is in elevations above 1,000ft. It's unlikely, but someone out there may pick up 1" of slushy snow on the highest hilltops. For the rest of us, any snow that falls will not accumulate. Your grill or car may turn a slushy white, but that don't really count, lol. In general, this is a NUISANCE EVENT regarding anything wintry.

THE MAJORITY OF US WILL BE ABOVE FREEZING WHEN RAIN STARTS FALLING.

Winds will increase during the night; sticking around through Tuesday. While it will be dry, it'll be very cold. Highs will struggle to get out of the 20's on Tuesday! Wind Chills will feel like temps in the teens.
